Alleviating Congestion with the Srinagar Ring Road

The need for the Srinagar Ring Road project arises from severe congestion on the existing road network, which lacks alternative routes for residents traveling to districts such as Srinagar, Budgam, Baramulla, Ganderbal, and Bandipora. This congestion particularly affects the road to the airport, causing frequent traffic jams. To alleviate these issues, the construction of a four-lane ring road around Srinagar has been initiated. The project, covering key sites including Pulwama, Budgam, Srinagar, Baramulla, and Bandipora, aims to provide a smoother, less congested route for residents of South Kashmir and outer Srinagar. Implementing SAMI and Geocomposites for Improved Road Structure

The Srinagar Ring Road project employs innovative techniques to enhance durability and performance, notably the use of a Stress Absorbing Membrane Interlayer (SAMI) and geo-composite materials to replace traditional filter media. The construction method involves thoroughly cleaning the Cement Treated Base (CTB) surface to remove debris and dust. An elastomeric modified binder is then applied over the CTB at a rate of 1.0-1.2 kg/sqmt, with the binder heated to meet application requirements. To achieve this, an emulsion amounting to 1.6-1.85 kg/sqmt is used, depending on the bitumen percentage in the emulsion. Following the application of the tack coat, 11.2mm aggregates are uniformly spread at 0.02 cum/sqmt. Subsequently, a PTR roller is used to compact the surface, and any loose aggregates are removed manually or mechanically to ensure a smooth finish.

The Srinagar Ring Road project offers significant benefits for both the client, the National Highways Authority of India (NHAI), and the end users. For NHAI, the primary advantage is the substantial regional development facilitated by the project, which aims to eliminate the current traffic congestion in Srinagar city and promote smoother, more efficient transportation. 

The new Outer Ring Road Phase-I will effectively reduce the congestion caused by residential and commercial construction along the existing bypass. Starting at the outer periphery of Srinagar city, approximately 9 kilometers from the current bypass, and ending 8.5 kilometers away, this Ring Road will provide a much-needed alternative route. It will enable commuters to bypass the heavily congested areas, ensuring more efficient connectivity to district headquarters and major roads in Pulwama, Budgam, Srinagar, Baramulla, and Bandipora.

Weather Challenges in Kashmir Valley

One significant challenge encountered during the project is the harsh weather conditions prevalent in the Kashmir valley. To mitigate this challenge, the contractor proactively prepares for the harsh winter season by stockpiling essential materials like steel and cement during the summer months. This ensures that construction activities can continue uninterrupted, even when severe weather conditions might otherwise hinder progress.

Security Concerns in the Valley

Another challenge faced by the contractor is security reasons in the valley, which can disrupt operations. Unfortunately, this challenge falls beyond the control of both the contractor and the client. Despite efforts to mitigate risks, such as implementing security protocols, ensuring worker safety, and liaising with local authorities, security concerns remain a persistent challenge that must be navigated throughout the project duration.
